Future U.S. President Jimmy Carter and members of a Leary Lions Club chapter observed a self-luminous object that changed color from white to blue to red, altered its apparent size, and disappeared. Carter formally filed a report with the International UFO Bureau in 1973 - the only U.S. president to officially document a UAP encounter before taking office. He stated during his campaign he would push for government UAP file declassification.
